Trying to replace the fill valve on Toto ST413M toilet. The plastic bolt holding the fill valve in place is nearly impossible to access with a tool. How can I loosen it to get the old valve out?

I use Channel Lock 430 pliers. The top jaw should be facing you when on nut. Push toward wall.
