TV got static shock and died, but red LED stayed lit. Local vendor described diags as microprocessor - BGA- is messed up (busy trying to process a volume-up command and 'stuck' ) and I should get new motherboard, TV is Scott LCD37'' LCT37SHA
The red LED tells you that the power source of the tv is - al least partially - functional. Most likely what the local vendor said is correct - the first part that fries in an electrical shock is the microprocessor, taking the entire board with it. Unfortunately finding parts will be difficult since Scott is a no-name chinese assembler , usually using LG/Philips designed parts. Your only hope is for a second hand part found on eBay - some thing like this one http://cgi.ebay.com/SCOTT-LG-6870C-0060F-LCT37SHA-LCD-CONTROLLER-LC370WX1-/260590781558?cmd=ViewItem&pt=LH_DefaultDomain_0&hash=item3cac6bc476
Sorry, without actually looking at the tv i can't be absolutely sure. But the local vendor appears legit so probably he identified the correct part. As i said the most likely place to find parts for it is on sites (or even shops - if you can find ones close to your location) that sell second hand parts - i don't think that replacement parts are imported for sale thru retailers. Its not the motherboard. Its the audio/video main board and if the microprocessor is dead then you have to get a new board as solid state electronics cannot be repaired coz they are embedded into the board.

Yes that is it. Try to get a new board if you can find it. A lot of stuff found online or refurbished/used pieces.
