Two Rinnai's in series, large house, using circulater with electric pump connected to 2 gallon electric water heater. Problem is the Rinnai's seem to be firing almost constantly, apparently due to some 'draw' being performed by the circulating pump, even when no hot demand is being used in the entire house. If circulator pump turned off, the Rinnai's only fire up when faucet open, as expected. Concern is huge waste of gas

Your circulator provides the draw necessary to fire the heater. You are defeating the purpose of this kind of heater by circulating the water. Add a second heater to fix this engineering fault.
