It's always a crapshoot of course, but could you possibly have forgotten to put the cap on the tank,, to keep the steam inside, so it could be pushed to the outside through the proper orifice? Believe it or not that's the most common mistake I encounter. If that's not it, then it's possible that some calcium or lime deposits are so thick that they're clogging the lines. You'll want to check that.
