If you checked the starter and it is ok, but you say the starter motor is going fast enough? Do you mean after the engine was overheated and repaired, the engine is now turning very slowly, and the starter is straining to activate? What happens if the spark plugs are removed and the engine is turned over, does this make a difference? You did not mention the year or engine size for the chain or belt question.
Hello! Your vehicle has a timing chain...The timing chain guide, a teflon like material may have fractured and the chain may be jammed in the crank shaft pulley...The starter motor is attempting to turn a crank shaft that is jammed...
Also there is a service bulletin...#S.I.B170106 for your vehicle...
"At all times the anti-freeze and water must be premixed before pouring it into the engine. If premixing is not performed damage will occur to the water pump assembly".
The replacement of a timing chain can cost as much as $8000 at a BMW dealership...Shop around for a certified mechanic to inspect the damage...

Hello! Excessive heat has caused internal damage... The starter motor can not turn the crankshaft freely...I have sent a comment which addressed the teflon timing chain guide which may have broken... An inspection will clear this as a fault...If the guide did in fact come free, the chain would have come off at speed and jammed itself in the crankshaft pulley...
