There is 2 issues here. Ether your monitor settings not set right or the display signal you are sending to your monitor is not set right.
The first thing I would do is reset the vertical & horizontal on the monitor. You would be able to to this in the menu interface of the monitor. If you are having trouble doing this let me know. I would give you a walk through but it looks like Viewsonic pulled all the CRT manuals off their site. However I do have one in my home office that I will be at in the morning that i can get the info off of for you.
Next let look at your display settings if you have Windows XP just right click on your desktop and select properties. Then go over to the settings tab. There you will see your resolutions. You will want ether 1024 x 768 or 1280 x 1024. If you have Windows Vista or Windows 7 it is a little harder to get to the option so I will work up steps and post them in a few minutes.
If you still have trouble please double check the model of monitor that you have. Also let me know if it is a standard or widescreen monitor.
