You will have to give a little more details than that.
Does the TV stay on when you turn it on or does the green light come on for a second (usually after a click) and then go back to red (usually after another click)?
If it stays on then can you make it go off by using the remote or the power button on the unit itself? I.e. does it go from green to red AFTER you press a button?
Can you get sound out of it? Note it may not be configured on the proper input and if it isn't then of course it won't have sound. If the TV stays on try pressing the INPUT or SOURCE button on the remote or the unit itself once every 20 seconds to see if it may adjust to an input with signal (of course make sure to supply one).
It is also worth confirming you have the same TV as the one I think of.
Can you open it and confirm it has the same board on the RIGHT side (when looking from the back) as the one shown here:
