If the backlights lamps are bad, you will not get picture but will still have sound. Lamps (est. life of 50k hours) are rarely goes out, its electronics that go out first. I do not think the person you talk too ever work on the LCD TV. More liekly that the 12v (for sound) and the 24vdc (for backlights) power supply section is not working. 2.6v is too low, it should be about 3.3v and higher. You need to diconnect that pin from the power supply to see if it gets higher, the PS_ON may be loaded down too much by the PS_ON input circuits on the power supply board.2.6v is too low, it should be about 3.3v and higher.
