It sounds like the hoses are hooked up backwards ... if you are certain they are correct and have swapped just to confirm then i would say the water valve has failed and your cold water side is not pening properly...before buying a new one gain access to rear of unit which will require taking 2 screws out of each corner of front side of console...flip console over and you will see a clip on each side metal usually copper color you can take a screwdriver and pop clips out..the entire cabinet now will pull away from tub portion...there are a couple minor things to be disconnect...molex plug to lid switch which you should see up top... the water valve is located on the back panel make sure the power is still connected to water valve there should be 2 seperate molex plugs to water valve....good luck to you...
