Hello, This is a common thing. There is a very slight leak... the water turns to vapor and then rises and condenses in the cavity of the heating element. At this point finding the leak can be very difficult and it may even be behind the metal cover and the insulation...
Bottom line is that you are getting the water from somewhere and it is coming from the tank... I would replace the tank before it becomes a big problem...
