The way fixed internet is delivered to a house or building is usually via a landline phone connection and so whether you have a landline phone or not, if you have fixed line internet, you are usually paying for the facility.
There is a very good reason to keep a landline phone - if the power goes down the phone masts go out. At times of disaster, either regionally or domestically the power supply is usually the first thing to go.
I haven't so far met a fax machine that will connect to a mobile network though whether any of the modern multifunction printers will, I don't know though it seems unlikely and hardly a satisfactory solution for a service that is always supposed to be on and available. Using a laptop or PC as a fax would seem more suitable...
