We have intermittent static on our phones. Phone company has been out twice to check the lines and they say the problem is either in the phone or in the jack. I swappped out phones (new with existing, different extensions) to troubleshoot if the phone was bad. It's not the phones. So who do I call to find out if I have a problem in the line - an electrician or a phone system service company?

You best bet here is calling a phone tech in your area, A electrician is not really qualified to test for tone, and other intermittent. The issue here is the phone company well only come out to the point of de-mark and that is all. But you can have them do further work if you have in home or in office jack repair service this cost like $1.25 per month added to your bill.
So what you can do is this. Call the phone company add that service then wait 24 hours and tell them you are having trouble. Bingo problem solved for $1.25 for that month. This is not stealing its a insurance on you jacks inside. If they say your jack needs to be rewired then you might have to pay a co-pay a portion of that cost.
A phone tech and rewire if it needs to be fished is like $250 bucks or more depending on how many jacks effected. You might have just a bad wire in the jack that is grounding out causing your static. Save your self some coin! Call them and get the insurance you will be so glad you did.
