Intermittent power could be a short, meaning the power lead is grounding out before it powers the circuit, but would usually cause a fuse to blow. What I would look for is a loose connection or corroded wiring causing resistance to the amount of amps necessary to power the circuit to pass thru. If we are talking about a vehicle, I would determine if bumps in the road or steering one way or the other affect it. If so, then you are looking for a loose connection. If it is a loss when power is peaking, then I would be looking for corrosion somewhere in the circuit.
