The noise is the clutch disc making contact with the pulley it's worn and possibly is slipping and the rivets that hold it together are rubbing the pulley now it also could be that the pulley bearing is dried out in either case you must replace it ASAP ! Because those 2 things can cause the compressor to lock up snapping the belt while driving or not allowing engine rotation when you try to start the engine $$depends on how and where you get it done at a shop our yourself you need a pair of snap ring pliers long enough to get inside to release the snap ring holding the pulley in place if it's the bearing making the noise if it's just the clutch disc just take off the nut and liquid wrench it until you can lightly pry it back or use a thin jawed puller do not loose the washers that space the disc from the pulley installation is the reverse of removal and if your going to do it go to rockauto.Com and look up your vehicle and then the parts in a/c & heating you want the clutch and pulley ok good luck stephen

That's your compressor kicking on and off. Maybe low on fluid or going out. Have it checked.
