What is the function of the small cylindrical device on the power cord of my Cambridge Soundworks radio. It is near the end of the cable close to the radio
Could I shorten the cable by removing some of it between the plug and the cylindrical device

I wouldn’t shorten the power cord unless you know what you are doing. If you do shorten it, you will want to make sure you make excellent connections and cover all exposed wiring with heat shrink. The other option would be to open up the radio and resolder a shorter power cord.
