Hi, There are many factors that effect the performance of a heat pump, so to try to answer that question site unseen would be totally wrong of me... The best I can do is give you genaral conditions and make assumptions from average installations....
In general the heat pump performance will always decrease as the temperature drops outside...the best place to switch the heat pump over is the temperature at which the heat pump no longer supplies enough heat to maintain the temperature in the structure...
In many cases that will be somewhere around the freezzing mark 0C or 32F... this will depend on the heat pump sizing and the heat loss of the building...
