What would cause a 1999 ford escort to not go above 60k? It will not go any faster, no power? Would this be a plugged catalitic converter? Plugged fuel filter?
The fuel flter is so cheap that just do it. But shake the old filter out to look for water or rust. If so, then add dryer to the gas.
Plugged convertor can do it, but you can test that with a pressure tester attached where the oxygen sensor goes. Rent of buy cheap, less than $30 online.
Does the idle seem rough? If so, you could have a loss of power from 1 cylinder not working at all, such as bad plug wire, fouled plug, etc.
Of course there are the usuals, such as air filter, etc.
Otherwise there is basically the metering system, with air mass sensor, temperature sensor, oxygen sensor, etc. These can all be checked with an ohmmeter. In general 0 or infinite resistance is bad. Should be something in between. But you will have to look up the exact values.
