What would cause my 89 ford ltd crown vic to stutter when pushing on gas pedal and very little power,also shacks on driverside front like if the engine wants to come out the hood

Clean the mass air flow sensor inside the airfilter box with brake parts cleaner...(the cylinder device with a plug going to it) It sticks down in the path of the air entering the intake.....spray the device well, it will dry very quickly. install the airflow hoses back and tighten clamps....that should do it!!
