If it slips to easily that is a problem, but it is designed to slip some when the bit binds up in the concrete. If you feel it is too easy, I would not recommend trying to service at home. I used to work on them and they are a pain, the clutch is an assembly and I would recommend taking to an authorized service station so they can check the static slip on the clutch mechanism and then advise whether needs serviced or acceptable.
