When I click file export as pdf, is there any way of saving different print settings for example have one set up to create high res pdfs and low res pdfs in Quark 6.5?

YES.
I don't have it open in front of me, but you should be able to go to "Edit" and "Output Settings" From here you can create any kind of setting for printing or creating PDFs that you need.
I have quite a few of these set up on my computer at work.
