Make sure that the disposal is plugged all the way in the receptacle. Make sure there is not a circuit breaker tripped in your Breaker Box. There is usually an overload button on the disposal. Try to find it and press it. If the disposal has something in it that keeps it from turning the overload will pop out. If, when you turn it on again, it sounds like it wants to start but doesn't and the overload pops out again, then UNPLUG the disposer and try to get whatever is in it out of it.
