Any computer or laptop allows for certain amount of power to be supported through the usb ports. ie. for portable hard drives, card readers, keyboards and mouses etc especially equipment that does not use their own power supply.
Therefor if you use a usb hub say with 4 extra usb ports, it all goes into 1 usb port of your PC that means 4 x power needs to be put through the 1 usb port.(that is IF you use a usb HUB)
If not then it might just be that all the usb ports together is pulling too much power from the Computer to support.
I would suggest to test by eliminating. In other words unplug all unnecessary equipment from all usb ports except for the mouse and keyboard if you have them in usb connection.
Then connect the Hard disk to see if its working fine by itself.
Even if the Hard disk has it own power supply it still might be effected if there is too many devices on the Desktop via usb or usb hub.
The is indication of an over storage data medium. Consider freeing up the data from the device to attain continue usage. Attempt to achieve connectivity from any available connection ports that may recognize the storage medium to allow for data freeing taking achieving regular functionalities.
