Well I have used a shop vac with good suction and been quite successful, or if you have a compressor you can remove the porcelain elements and blow high pressure air thru the elements back and fourth a couple of times. I like the high pressure air method even though you have to take apart some of your heater to do it, and you still need to vacum out the inside of the heater
