When I move the bobbin holder to the right so I can wind a bobbin, the needle still goes up and down when I'm winding a bobbin. Shouldn't it release somehow so the needle doesn't move?

If your machine has a clutch in the center of the turn wheel you must loosen it to disengage the needle before winding the bobbin. Remember to re-tighten it after winding.
