When I refuel my 2011 Tiguan, I pump until it shuts off, then round to nearest dollar. By the time I'm home less than 4 miles, the needle drops off full by a needles width, is this normal in VWs?

No this is not normal, you have a problem with the gas gauge sending unit inside the gas tank.The sending unit will need to be replaced, it is part of what is called the fuel pump module, quite an expensive part. I suggest based on the cost of this repair that if you can just live with this little glitch you do so.
