When i scroll it scrolls in horizontal waves down the page. In device manager the graphics card informs me that i have a code 10 and the card does not start up. Do i need to reinstall the drivers? Everything works fine except for the scroll function.Please help

I would try an install. The problem you are describing is definitely a video card memory problem.
The scroll is using a lot of memory to refresh and it obviously is not doing that well. This is the most common symptom of video memory without doing really fancy stuff.
