When I select program 4 or 5 dealing with whole wheat the mixing paddle doesn't turn on when I push start and it just sets there with the time running on warm. When ever I select the other programs and hit the start the paddle starts working and it goes through its process no problem

Page 15 on the "Basic Wheat" setting there is a 40 minute preheat time BEFORE kneading starts. (Cycle time 3 hours and 40 minutes)
Also on page 15 under "Quick Wheat" there is a 5 minute preheat period BEFORE kneading starts. (Cycle time 2 hours 8 minutes)
The preheat cycles are used to assist in the rise of the dough before kneading starts.

You will have to open the unit and remove the paddle out.there s a belt that moves the paddle and there is a motor that moves the belt. so you will have to check out for any blockages on the paddle assembly first.if there are no blockages then check out for worn out belt ,motor and motor bearings.when you select high program like 4 or 5 of mixing whole wheat.so at that time it requires more power from the motor.but if the motor is weak it will not spin the belt and paddle will not turn on.but on other programs it requires bit low speed from motor to run and motor is weak so it runs on that speed and other programs work. so check out the motor and motor bearings.
