When I start up my X-Calibur Spa, I can not adjust the function (F0, F1, F2) settings. Also when the spa gets to the correct temperature, it turns off and then back on immediately cycling on and off. I have unplugged it and re-started it several times

My professional advise is that one should contact a professional Spa Pool electrician, and ask for a service call, now when there ask first for a "Quote" and then go from there.

Here are some steps, see whether these are helpful :
Turn off the power to your hot tub. You can do this at the breaker or GFCI. Open the access panel to your hot tub's internal plumbing. Remove the thermostat from the heater. This may pull off or require you to remove a few screws. Turn the screw adjuster one quarter in the clockwise direction. This should increase the heat of your hot tub's water. To make the water cooler, turn the adjuster one quarter in the counter-clockwise direction.
For Control heater :
Check the hose connections to the heater and from the drain valve and verify each hose is securely fitted. Close the drain valve it if is open to stop water leaks. Press the "RESET" button if the hot tub water temperature gets to 117 degrees Fahrenheit. The "RESET" button is located on the control box on the left side lower part of the heater. Press the Ground Fault Circuit Interrupter (GFCI) "RESET" button on the middle section of the heater if the GFCI has tripped; otherwise, test the circuit, turn the hot tub on and go to the next step. Press "TEST," listen for a clicking sound and then press "RESET." If you do not hear a clicking sound or the "RESET" button does not automatically push out, stop here, unplug the unit and contact a service technician and do not use the hot tub.
For Jets :
Re-prime the spa's pump. Turn off power to the spa and turn it back on after a few minutes. Listen to the spa and make sure it begins to prime the pump -- you should hear the motor turn and the spa begin to cycle. Look at the control panel to see if any error messages are present. Cycle through each jet pump settings after re-priming the spa. Place your hand over the jets to test the water flow from the jets. Add water to the spa if it is below the skimmer in the spa tub. Remove the spa's access panel from the external skirting with a screwdriver. Loosen the airlock plug to bleed air from the spa's internal plumbing. Close the airlock when water begins to leak out. Open all air valves located around the pump. Remove the filter to clean out the spa's skimmer. Inspect the filter and clean off any loose debris. Replace the filter if necessary. Also check your temperature settings the spa will continuously filter the water until it reaches 100 Degrees.
The Dream Maker Spa is Designed to Filtrate every 12 hours.
Or you can just set the Spa to F0.

Use the UP and Down arrows buttons to select which ever mode you like the system to be set to, an to select the mode you want you just need to press the pinwheel button to select the options you like.
Also the system will depend on the water temperature of the water the Spa has, the Spa is pre-set to filter water 1 hour everyday, and the clock start once you plug the Spa in the power outlet.
