The BIOS chip seems to have gone. This is the chip that assumes control of the PC/laptop when powered on. After testing the hardware under POST, it passes the control to the HDD or whatever has been configured to boot first. If this chip is bad then no action and no display are justified. Please have this BIOS chip replaced.
