When I turn the fucent from one side to the other the whole thing moves including the water temp stem . If I tighten too much, I can't turn the faucet from one sink to the other (I have a double sink)

You may have to tighten it from the bottom. There's usually a nut of some sort down there.
It was not installed properly sounds like a part is missing or in the wrong place how old is faucet? Price Pfister has lifetime warrantee
