Turning the dial to run should not send any electrical current anywhere it simply is set to come on at the scheduled time. If your turning the dial to run and attempting to start the valve manually and a click the pump or valve solenoid clicks, the flow control may be closed, the water is off or the valve has failed to open. Try opening the bleeder screw to see if the valve opens this way. If so, try replacing the solenoid if no, replace the valve.
