When i turn the volume up or down i get a static noise, and when I try to use the microphone i get no response. I know the sound is working because i can hear music with static, but the microphone doesn't seem to respond. I also have a built-in mic on my laptop, but it doesnt work either, which is why I bought this

The static noise may be caused by dust! To clean it out spray some Servisol video 40 into the volume control and move it up and down. If it goes away it was just dust.
The mic is another thing. The only thing I can think off ist that it's got switched off somehow on your laptop. Or either the control panel slider for microphone input is set to low?
