The first thing after loading is for the dvd to recognise the disc and it dose this by first finding focus. It dose this several times before giving up. If it finds focus it will then rotate the disc and read the TOC (table of contents). It would seem that your dvd cannot find focus. Most likley cause is a dirty laser lens. Cleaning the lens with a cotton bud will in most cases effect a cure. If not a low emission laser may be the culprit. When cleaning the optic lens take extreem care the lens mountings are easily damaged. If lens cleaning dose not solve your problems it would be wise to seek advice from your local service technician.
