Its the same thing i tell other postee, I assume you thought the iron is on because the lights are on, the problem is the supply to the lights are tap before parallel to the connection to the heaters. Most probably the connection to your heater is rusted(water seepage) or overheated(melted) thus there is no heat generated but the iron does indicate on.
