If you were able to completely uninstall it, go to program files and manually delete any existing folders or files associated with Click Art. After doing that restart your computer, just to be sure. Before you reinstall check the read me files in the Click Art installation disk and make sure that your computer meets the system requirements to run Click Art. If you failed to meet one or any of the requirements that would be the issue why you can not run the program.

Update your video card drivers and that should fix the issue. If that does not fix the issue follow these instructions from the 1.2 mil version straight from encore's website found here:

Close all programs and return to the desktop.
Right-click a blank area on the desktop and left-click Properties from the menu that appears. The System Properties will open.
Click the Settings tab.
Click the Advanced button. The video card Properties will open.
Click the Performance tab (Windows® 98/Me) or Troubleshoot tab (Windows® 2000/XP).
Locate the hardware acceleration adjustment bar. (It will show the words None and Full at each end.)
Record the current setting.
Position the mouse pointer on the hardware acceleration slide bar, click the mouse button, and keep the button pressed.
By moving the mouse, move the hardware acceleration slide bar to the BASIC setting and release the mouse button. The word Basic will appear in the sentence immediately under the slide bar.
NOTE: Do not select the NONE setting, which is the setting to the far left.
Click Apply and click OK.
Close the Display Properties.
For the new setting to take effect, restart the computer when prompted.
After restarting the computer, launch and use ClickArt® 1.2 Million.
NOTE: If the issue is resolved, close the program after using it and return to the video card Properties window (see Steps 1-5 above). Reset the hardware acceleration to the original setting
If that doesn't fix the issue, uninstall the program, reboot and reinstall.
The "Cannot Determine Configuration" error message is often the result of a corrupt installation.
You will need to uninstall this software and try reinstalling it.

To check what mode you are in, you can right click on the start menu and go to properties. Here you can choose the classic start menu which I actually prefer.
Once you click on the control panel, double click 'Add or Remove Programs.' Find a Program to Uninstall You can see that the top icon, 'change or remove programs' is selected. Scroll through the list until you find the program that you want to install. Uninstall the Program Highlight the program and click 'Change/Remove.' Depending upon the software you will be guided through a very quick wizard making sure that you want to uninstall or make changes to the program. Once the program is uninstalled you'll see it has been removed from the list.
Put your click art setup city back into your comptuer and reinstall it. Make sure you dont have anything else running on your comptuer while you do this. Install much as you can onto your computer of the software. You dont have to install the pics to your hard drive but you will need all other options if it lets you chose. Restart your comptuer. Then run the click art program while you have the cd-rom for click art in.
Ok, try this when you put your install cd in to your computer does anything pop up asking if you want to repair? modify? or remove? the software when you just try installing it again form the cd-rom and not trying to remove it first? if not this is about the only proper way to remove the program other then just going into the "Program Files" folder on your computer finding the folder that has to do with the click art program and deleting it.

Next,are there any updates for this program?And does your pc meet the requirements to run the program.
A file or some files may have been corrupted. Try to repair or reinstall the program if you still have the installation disk.

Im really not sure why it wont let you uninstall it using the add/remove option under control panel on your computer.
