I have restarted the phone, i have shut down the phone and I have googled everywhere! My flashlight is not on and my camera to take a selfie works it's just when I want to turn the camera around.

Turn off and insert a memory card then turn it on again. This might help you resolve the issue. ThNkd
I would think the camera itself has gone if the cam don't send a picture the software would think that it's being used by another software or app. sometimes it can be that the last time you used the cam it did not shut it down properly. if you can i would try a full factory reset but check that your number etc are safe right them down etc so you don't lose them. its really the only thing you can do as the software for the camera is pre installed to the phone.
