You may want to possibly look into replacing the coolant temp sensor.the sensor is located on the drivers side of the engine just below the air filter tube going to the throttle body-going into the engine block. remove the sensor and check to see if it corroded or even cracked. if so replace the sensor and connector. bot are easily available. you also may look into replacing the thermostat,if the thermostat is stuck then coolant(antifreeze) is not flowing into the engine,so therefor it is not sensing the it is getting hot enough to cool down,so the fans wont turn on. these would be the most common problems. it is not impossible that you have something wrong with the cooling fans themselves but it is not that common.
