When the sub has power to it the speakers play a barely audible radio station. Also if my cell phone is on the desk the speakers play an awful noise. It happens even if the speakers are not connected to the computer's audio jack. How do I get this to stop?

If you have ATT cell service, this happens when phones get too close to electronic devices. Move the phone away from devices. And when/if you live near a local radio station, or their antenna....a good chance that electronic devices will act like antennas, thus picking up radio signals.
