When using buttonhole attachment, machine does not move instead sews in one spot and collects thread coming up from bobbin. Any ideas?

When using buttonhole attachment, machine does not move instead sews in one spot and collects thread coming up from bobbin. Any ideas?

Sewing Machines - Singer - 5400 Sew Mate 60-Stitch Sewing Machine

Make sure the buttonhole option is chosen

and then pull down the buttonhole lever

it should come down against the buttonhole foot
