When we start the dishwasher the pump runs but no water flows. The filter was clogged with debris and I cleared it but it still just spins the pump and no washing occurs
Try turning the water off at the inlet hose. Disconnect the inlet hose and let the water drain away. Refit the hose, turn on the water and see if that will start it.
Otherwise it sounds like a faulty inlet valve. This is the metal valve screwed to the back of the dishwasher that the inlet hose connects to. If you have a meter you can check to see if it is open circuit. If it is you will need to order one and replace it.

OK there's two things that seem likely
The aqua-stop or the inlet valve.
Try turning the water off at the inlet hose. Disconnect the inlet hose and let the water drain away. Refit the hose, turn on the water and see if that will start it.
