HP always were very closed about their restore disks - I don't think you can download them legally - HP have charged (available on their store) up to $20 for replacement sets for them in the past.
If your HP is still booting there is sometimes (depending on the model) an icon for you to create your own.
A fresh install from (non hp) windows disks is an option - but you may run into issues with the Registration Key and also of course some hardware (webcam etc) might require locating drivers elsewhere - so locating the HP disks is worth presuing.
