The relay/cut off is under the dash near the steering column. You can get to it but it is difficult (check out my other answer to a previous question about the Main Relay). Check when you turn the key on if you hear the pump *whir", you may have another problem. The Main Relay is notorious for acting up when the car cabin is hot. I have re-soldered the connections on the printed circuit and it worked!
