I don't know but I do think it is unlikely the wiper circuit is protected by both a fuse and a resettable breaker - I suggest you use a testlamp and check both ends of the fuse has power. If so you need to check the circuit forwards from point-to-point.
If there is no power to the fuse the circuit should be checked back to source.
Wiper circuit isn't intuitive and you should refer to a wiring diagram.
