Without any electrical hands on testing my guess would be the headlight switch is defective. Please have a qualified automotive electric shop technician verify my guess. The part is expensive and I by no means think you should just "throw" one in to see if it works. Whatever you do please follow all airbag safety procedures before any work begins. If the airbag goes off because you failed to disarm it you can end up dead or gravely injured.
