Two phase, two stage or 240Volts? I'd check the running amps of the motor and compare to the motor full load amps rating on the nameplate. Check capacitor capacitance to determine condition of the capacitor.
There is many reason for this simptome , could be running capacitor ,, Pressure switch dirty or it going bad,, Or ,If you meen lick choking and conteniu going could be also your check valve ,,, If you can post a video I will help you better , I need to hear what it doing ,
