Bryan Fuller has indicated that the show was on the chopping block at the end of Season 2 so he wanted an open ended finale that could work both ways-cliffhanger or series ending. Conceptually and stylistically, it's the best killing tableau in both seasons. It underscores the terrible betrayal and horror of Hannibal finally revealed.
