If it is humming ONLY when you connect it for charging and does not hum when you have no load on it...it has too much initial load and the humming is caused by an output current overload. I don't know what you are trying to charge....if you are VERY careful and you can monitor the output current load....you may be able to get a charge....BUT BE VERY CAREFUL!
