Question don't have enough info. year make and model will help out. but it sounds like you might have a bad clutch on the ac compressor. or you might have no Freon in the system because you have a leak in the system itself you can get a can of Freon with dye in it and recharge the system. to do that though you need to trick the compressor to running. you just hook the hose onto the Low\suction side ( it is the smaller valve ) and let the system suck up the Freon. but make sure you get the Freon with the gauge and tube. so that you don't over charge the system. you can get what you need any parts store and an employee might help you out too.
