I suggest you double check the valve timing and then check the spark timing with a strobe to make sure the spark is happening roughly where it should.
When you are certain everything is as it should be per repair manual I suggest you ensure the spark plugs are clean and dry, withdraw the fuel pump fuse and then attempt to start with the throttle well opened. Do not crank for more than ten seconds and then rest for ten seconds to avoid over-stressing the starter gear. If the car is similar to some I have some experience of the engine should soon show signs of life and could even start for a second or two and then die. It will be then time to refit the fuse and start the engine for real, not forgetting to open the throttle quite a bit.
If all else fails try a brief squirt from an ether spray. If the engine doesn't fire using ether there is something fundamentally wrong and it will be time to go back to basics and recheck everything.
