The parts you have changed all have to do with the engine turning over so I am to believe when you turn the key to the start position it does nothing. Looking at the electrical assembly picture it also shows two fuses at the key switch area and one is 30 amp, Toro 74641 TimeCutter MX 5060 Riding Mower 2012 SN 312000001 312999999... For the electricity to get from the key switch to the starter solenoid it has to pass through the safety switches, I believe they use the PTO blade switch as a junction block, there is two inter lock switches,one on each hand control that have to be pushed all the way out to make it start and also one switch under the seat that makes you be in the seat to start. All these switches are made in China and are under built and pop into holes and held in with plastic clips so they do pop out so they do not get pushed in and the steel tabs inside also stop making connections when pushed in. Make sure they are all in there proper position and not melted from to much current draw. If all is good, fuses ,switches it is time for the volt meter and some testing. A cheap meter is fine, just checking for continuity and grounds . come back with your results and I will be happy to lead you through some test. When you comment it sends me a email .

Check oil level, change or fill. Spray starter fluid in carb. Check air filter. Ensure seat safety switch is working.
